Annual Conference on Ethics and Excellence in Public Service

The Center for Ethics and Excellence in Public Service hosts an annual Conference on Ethics and Excellence in Public Service to bring together public officials, community members, and faculty/staff and students interested in public service to share research, offer workshops, and facilitate networking. Through the Conference, the Center aims to provide a foundation for ethical governance in Northeastern Pennsylvania by developing and nurturing a community of scholars, public officials, and citizens dedicated to improving and protecting democracy at the state and local level

2022 Conference Keynote by Dr. Craig Wheeland: Reform Politics, Professional Municipal Management, and the Common Good

Dr. Craig M. Wheeland is a Professor of Public Administration at Villanova University and serves as Sr. Vice Provost for Academics. He received his B.A. in History and an M.P.A. from the University of South Carolina and a Ph.D. from The Pennsylvania State University. Dr. Wheeland has significant experience as an academic leader and an exemplary record of teaching, scholarship and service. Dr. Wheeland’s research interests include leadership by elected officials and professional administrators in city and suburban governments; collaborative problem-solving approaches, such as community-wide strategic planning; and municipal government institutions. His articles have appeared in some of the leading journals in the field of public administration. He has also published numerous book chapters and received external funding for three research projects. His teaching interests at Villanova have featured public administration theory and history, urban politics and government, city management, and the intergovernmental and intersectoral management of public programs.
